Is there a way to tell what application is accessing telnet or telnet ssh? And if so is there a way to block a connection from certain telnet clients?

I am sure in one corner of the world, someone had a similar need to yours and developed an home-brewed application to do what you are trying to do, but of the top of my head, there is no software that I know, which blocks certain app.s preventing running telnet connections.

Having said that, if you like programming, you can make use of the tcpdump utility to monitor what is passing thru your telnet connection and hunt for certain keywords that you deem as suspects. Though I must admit, tcpdump is no picnic to configure and use at all (<-- this is from personal experience. I gave up long time ago)
