X25 error

Hi,
In some special cases, I cannot setup correct x.25 communication. I get the returncode:
clearcause=0, diagnostic=245
In /usr/include/x25/x25codes.h is see a define:
DIAG_ISO_USER_CONNREJECT_PERM.

Did the request reach an application or is
it rejected by OTS9000 (transport)?
What does "user connection reject permanent"
actually mean ??
Might a 'user' be defined in terms of 'calling DTE number?'

Remember to select a Network Carrier Type that matches the type of network to which you are connected.
