Do you mean MIME format? elm supports MIME format, have a look at the man pages of elm
~$HOME/.elm/elmrc is the configuration file where you can put in the environment variables you want to set.

Below are my current configuration of elmrc.
vi elmrc
charset=big5
textencoding=8bit

Could you please tell me how to set the MINE? Thanks.
