HP-UX telnet problem

Hi:
when I telnet my server, it refuses my connecting.
-----------------------------
telnet 172.16.96.101
Connecting To 172.16.96.101...Could not open connection to the host, on port 23.

No connection could be made because the target machine actively refused it.
why?
