When I run this command swlist |grep -e QPKBASE -e HPUXBaseAux. This is what is returned. QPKBASE B.11.31.1103.361 Base Quality Pack Bundle for HP-UX 11i v3, March 2011.

My aim is to upgrade/upgrade to the latest or something newer. How and where can I get the latest Quality bundle for HP UX 11.31?

First, you have to have a software support contract with HP in order to download patches. You have to then have that contract linked to your HPE ID.

If you have that, then go to https://support.hpe.com/hpesc/public/home and login. Then click on the "Menu" and go to "Patch Management". You can find the latest patch bundles there. The latest patch bundle is from September 2020. There should be a March 2021 bundle coming out soon as well.
