See if you can find open-source or linux software. Then, see if it is available on http://hpux.its.tudelft.nl/ or use their recipy to build open-source software.

In the end, video-editing is a lot: What type of video format is used? is it mjpeg, mpeg1, mpeg2, mpeg4, divx... What editing will it bee? just chopping commercials from tv-streams? realy cut and paste of your own videos?
