HP-UX 11.23 - 11.31 upgrade licenses question

Hi,

I have a doubt, if I have a 11.23 system and I don't have a valid support contract with HP.

And I want to purchase the 11.31 SO to upgrade my out of contract 11.23 system, is it posible?

Can I buy the 11.31 software without having a valid support contract ?

I see in the past it was possible but I don't know if this applies to 11.31:

Yes, you can purchase 11.31 from your HP representative or reseller. However, due to a recent change in patch access rules, you won't be able to patch the media that you receive without at least a minimum support contract. And no, the HP media will not be up to date -- it will need a lot of patches before you put the system into service.
