CDE front panel pushes windows up - HP-UX 10.x

If I open an application window which partially covers the CDE Front Panel, the Front Panel pushes the window up. Is there a way to turn off this behavior?

The "pushing up" behavior is a problem in my app window, not the front panel. Turning off the ClientAutoPlace property helped me to realize that.
