sendmail saves any undeliverable messages in /var/spool/mqueue so that it can try resending them later on. Most likely your /var filesystem is full and sendmail can not save anymore messages in /var/spool/mqueue. You have to look into cleaning up /var. Take a look at previous threads about cleaning up /var.
http://forums11.itrc.hp.com/service/forums/questionanswer.do?threadId=1211222
http://forums11.itrc.hp.com/service/forums/questionanswer.do?threadId=1257741

The error message has all the clues you need: sendmail is trying to write to /var/spool/mqueue but it is failing because the disk is full. Check your disk space usage with 'bdf'. You will need to expand the partition or archive/remove some files that not needed.
