As I understand it, it's just gonna type:

*:AC:ACCEPT:P:ac AC.conf:1:13:

Don't see any special meaning of this string ...

it's valid. It just sends "*:AC:ACCEPT:P:ac AC.conf:1:13:" to stdin of cat. Maybe it is part of some script that builds configuration file ... But syntax is OK
