Only APA can do it (Auto port aggregation).
Is is possible for two NICs to be configured and "up" on the same subnet and a third to be the standby NIC?

For each cluster node, I have one 1000 Mb/s interface and one 100 Mb/s interfacee that I would like on the same subnet. The third NIC (100 Mb/s) will be the standby NIC.

No this is not supported, even outside SG unless you have APA. Then they are seen as the same "NIC", and they have to be the same speed NIC's to be able to use APA.
SG will not know which NIC to switch, so you cannot do it.
