COBOL: Where can I get "extfli.sl"? - Largefile Capable FileHandler

We're running HP Object/Cobol 3.37... Our programmers are requesting that we install/add "extfli.sl" -- supposedly for supporting largefile (>2gb) operations. They say it is supposed to be installed in /opt/extfli.
