You can't "clear" file locks.

The max number of file locks system-wide is controlled by nflocks.

Usually, systems with large databases (where a lot of locking occurs) require a
larger number of nflocks.

You can tune the nflocks parameter from SAM. Requires a kernel regen and a
reboot.

There are a couple of really good pages I found while tuning nflocks (number of
file locks)
Like the previous message said SAM is probably the easiest way to tune this or
you can manually edit /stand/system and rebuild the kernel.

Have a look at
http://www.docs.hp.com/hpux/content/KCparam.Nflocks.html
http://www.docs.hp.com/hpux/content/KCparamTut.OpenLockedFiles.html

Also in general nflocks are limited my system memory but I think the default is
200 in 11.0
