The Style Manager should be able to cope with your setup ? the only reason I can think for inconsistencies could be a user having different window manager related resources relating to window behaviour under a home & a current session ...could this be the case ? you could check using xset -q ? grep Dtwm and look for focus policy etc .....

Can you confirm that the problem occurs for the user intermittently under the same CDE session / login. Confirm you are after the window been raised above the others by either clicking or pointing your cursor in the window.

There is a defect in some versions of dtwm that causes it to not raise windows when it should. The problem is corrected in the current CDE patch.
PHSS_20864-CDE Runtime MAR2000 Periodic Patch
That is available from ftp://i3107ffs.external.hp.com./hp-ux_patches/s700_800/11.X/PHSS_20864
