I cannot reply any message because no SUBMIT button is displayed; only CLEAR button is displayed at bottom of the page.

Do you have an ITRC login account? Are you logged in? I believe this is required to post replies.

If you want to reply to a message, the button you're looking for is the "reply" button, this brings you to a text box where you fill in your response. There should be a "submit" button on the bottom right of this reply page.

That's rather odd! I presume it's not simply a problem where you need to scroll to the right.

Have you upgraded your browser recently or changed to a new one? If this is a Windows PC, have you performed the Microsoft cure-all reboot? Perhaps you could clear your cache.

Darrell, thanx a lot.

I upgraded my JRE and now the Reply page is very very very wide... and empty page. It's so wide that I didn't realize there is a scroll bar at bottom...

After scrolling right the page the SUBMIT button appeared...

A very very wide page but a small text area to reply :-(

I hate this unuseful widgets.

FWIW exactly this problem has been posted in the "issues" thread, and Dan (the ITRC Forum captain, Hi Dan :)) has replied to talk about it with the team. Keep your eyes open, things might change soon (to the better)
