B180L is a workstation and most likley HP inc product, so you may get better answers here: Home - HP Support Community

However, this may help too: https://community.hpe.com/t5/hpe-9000-and-hpe-e3000-servers/how-do-i-get-to-the-bch-on-b180l/td-p/2515490

> Booting . . .

   What happens _before_ that?

I think that your old junk is older than my old junk, so your B180L
might behave differently from my C3700, but, around here, before a
message like "Booting . . .", I get messages like:

Processor is starting auto boot process.

To discontinue, press any key within 10 seconds.

At that point I "press any key", and get this:
<LI-CODE lang="markup">Boot terminated.

----- Main Menu -------------------------------------------------------------

      Command Description
      ------- -----------
BOot [PRI|ALT|<path>] Boot from specified path
PAth [PRI|ALT|CON|KEY [<path>]] Display or modify a path
SEArch [DIsplay|[[IPL] [<path>]]] Search for boot devices

      COnfiguration [<command>] Access Configuration menu/commands
      INformation [<command>] Access Information menu/commands
      SERvice [<command>] Access Service menu/commands

      DIsplay Redisplay the current menu
HElp [<menu>|<command>] Display help for menu or command
      RESET Restart the system
-----
Main Menu: Enter command > </LI-CODE>

I'd expect this to be about as close to a "BIOS" as you'll get on a
system like this.

From there, a command like SEArch might be informative. Around here,
for example, I can do:
<LI-CODE lang="markup">Main Menu: Enter command > SEA

Searching for potential boot device(s)...
This may take several minutes.

To discontinue search, press any key (termination may not be immediate).

Path Number Device Path Device Type
   ----------- ----------------- -----------
   P0 IDE TOSHIBA DVD-ROM SD-M1502
   P1 FWSCSI.6.0 HP 36.4GST336753LC
   P2 FWSCSI.5.0 HP 36.4GST336753LC

Main Menu: Enter command > </LI-CODE>

That is, one (IDE) DVD-ROM drive, and two (SCSI) hard drives.

> Failed I/O operation with
> [...]

Bad hardware (disk) could explain that.

SCSI adapter, and connect the
disk to that?

It might be time to look for newer/better junk.
