setfacl: xyz: Operation not supported -- plz help

hello Dear Experts

kernel: 2.6.5-1.358
OS: Fedora Core release 2 (Tettnang)

there is a file /records.txt owned by me(root). I want to give a user name marshall read and w rite permissions on /records.txt. marshall doesnt belongs to the root's group.
I did as following
[root@crm1 /]setfacl -m user:marshall:rw records.txt

setfacl: records.txt: Operation not supported

why the above message? where and what i did wrong ? what shuold i do ?

Plz help.

Try the following before running setfacl

# mount -o remount,acl /
