there is, well not the curl, but wget for windows at http://xoomer.virgilio.it/hherold/

Hello,

wget is there just for that, it talks http, https, ftp, is proxy-aware, can do recursive downloads, limit rate of transfer... lots of things, take a look at its docs at:
http://www.gnu.org/software/wget/manual/
