Unable to change password

I have newly created a new user id on RH linux , when I try to change the password by "passwd userid" , it pop the below error , can advise what is wrong ? thx.

It looks like the pam_cracklib.so file can't be openned. Ensure that the pam files are correct by using:

rpm -V pam

I see input/output error, if the file exists, check if you can read its contents:

strings /lib/security/pam_cracklib.so

If you get I/O error, maybe some corruption exists.

I think Ivan is right and you can re-install pam or cracklib to fix this.
