Linux VPN

I want to setup a VPN on linux basis that conect my local site to a remote site , but do not know whether it is cost-effective and possible , here is my system infrastructure - in the local site , there is a linux server , a firewall is restricted the connection between
the server and the internet . In the remote site , there also has a linux server that directly connect to internet . Now if I want to setup a VPN connection between both of them but have some question :

1. if I only want to telnet / ssh to remote site , do I need to add any hardware , for example , additional linux server ( assume the loading of both server is very low ) ?
2 . Is it reliable compared with some hareware device ( eg. netscreen ) ?
3. I am concern the security as in my local site , the connection to internet is blocked by firewall , is it security to setup the VPN ?
4. the setting is complicated in my sitution ?

Hangyu,

On the local site, can you access the internet at all? Sounds like your firewall is restricting you. If so, can you or your admin open up a hole for you to access the internet.

On the remote site, is it a static IP? You can use putty to connect via ssh or telnet.
