Server is currently being used for database management for online content. I would like to know if upgrading to a Dual Processor would significantly increase server performace and response time. And if so, would the increase in performace exceed or be limited to online bandwith available

This question cannot be answered without a performance monitoring job. We currently don't know if your server is cpu bound, or maybe memory bound, or maybe is I/O bound (disks or network).

The addition of a cpu will increase the performance only if your performance problem is related to cpu constraints. Normally, DBMS can get beneffits from additions CPU.
