According to the certification matrix, the minimum supported version of RHEL 4 on this system is update 6

http://h18004.www1.hp.com/products/servers/linux/dl385g6-drivers-cert.html

That being said, you can probably make update 4 work by using the latest cciss driver, and possibly the latest NIC drivers.

After you downloaded the file, did you gunzip and use either dd or rawrite to create the floppy image?

This page provides instructions on making the floppy image, and what to type when booting the RHEL media

http://h20000.www2.hp.com/bizsupport/TechSupport/SoftwareDescription.jsp?lang=en&cc=us&prodTypeId=15351&prodSeriesId=3949986&swItem=MTX-95daf8471b9b4816a1f0fece44&prodNameId=3949988&swEnvOID=2026&swLang=13&taskId=135&mode=4&idx=1
