Low speaker volume ????

I have a new out of the box ss2264wm HP/Compaq that I'm having spaeaker problems with.

With the volume on high, I can just barely hear sound, windows sounds, website sounds, video sounds, dvd sounds. If I turn it below 100% I hear nothing at all. I've tried different sets of speakers and nothing changes. If I plug a set of headphones in the front, the speakers are so low you have to be about 2" away to hear them and the headphones don't work at all.
