HPE Serviceguard for Linux 15 package error

I have cerate a baisc pakage just with a Name (paquete-basico) and when I try to start it through Serviceguard Mnager I get the following error:
cmgetpkgenv : Unable to get package configuration.
Either no cluster configuration file exists or package paquete-basico is not configured.

Mar 16 19:01:57 root@sg-lnx-node1.plds.es master_control_script.sh[61483]: Unable to retrieve package attributes.
rm: cannot remove '/var/tmp/paquete-basico.19.01.57.61483.tmp': No such file or directory
It is the same for more complex packages

Restarting  cmproxy with "systemctl restart cmproxy" solves the problem
