    <description>It is not required but highly recommended.  Any customer is allowed to write their own scripts for starting, stopping, and monitoring an application, including Oracle. &lt;BR /&gt;&lt;BR /&gt;With the HP toolkit you get the expertise and years of experience that went into its development.  With most versions of the product you also get support for that toolkit.</description>
