    <description>No.&lt;BR /&gt;&lt;BR /&gt;Cygwin isn't a kernel, and IP stack.  It's just window-dressing.&lt;BR /&gt;&lt;BR /&gt;It provides a unix-like environment for Windows users.&lt;BR /&gt;&lt;BR /&gt;It doesn't provide the lower-level stuff that resides in the kernel.</description>
