Edit the vsftpd.conf, vsftpd.ftpusers, vsftpd.user_list, host file as per your requirement and Customize the Firewall/Selinux Settings to secure ftp service.

Step 0. "secure ftp"? Do you mean a secure
configuration of (plain) FTP, or a
configuration of SFTP (Secure File Transfer
Protocol)?

Your readers seem to be unsure (or confused).
