From where can I get RPMs for TCL, TK and Expect on H-UX B.11.11?

HPUX doesn't have RPMs. They have what are called 'depots'. The concept can be thought of as similar but there are still enough differences.

Check on the http://gatekeep.cs.utah.edu site. They have ported and bundled into depots a lot of software.
