If it's an HP SCSI drive, say for a Proliant server, then download the 'Firmware Maintenance CD'.

If it's for a desktop/laptop then I expect there may be a specific Rompaq that you can boot from floppy or from within the OS.

You need a tool to do the upgrade and the firmware, of course.
