I have a 1653B with a working system disk, and I've been able to make a copy of the system disk using LIFUTIL running on a Win98 computer. So in theory I could send you a zip of the system disk and you could make your own system disk using a computer running DOS or Win3.1/95/98/ME or maybe even using a Linux system (I saw LIF utilities for Linux, but couldn't test them as my 3.5" drive doesn't work in my Linux machine).

I said "in theory": there is the copyright issue--the system disk is copyright HP. But if you contact HP/Agilent tech support and they authorize me to send you a copy, I will be happy to do so.
