I don't know if this will fit in your need. It allows to download updates to 1.40.04 starting from 1.40.01

Command View is not readily available as a software download from HP. You should have received a copy with the VA you plan to manage. If this was not the case, you should probably contact HP about it. Commandview 1.04 is pretty old, and you would probably be better off seeking 1.05 or 1.06.

If you can get the CD, it has installers for all supported OSes.
