Ok,

after lots off trail and error, I found out the problem and how to solve it.
The software needs that the system has a serial port. In my case (MacBook Pro running bootcamp) this is not the case. I planned to use the ftp flash method so this should work without an COM port, but the UI will not start.
After installing windows on a VM (I use VirtualBox) running from inside my MacOSX I could simulate a virtual COM port for that VM (attached to a file).
After adding the new hardware with "Control Panel/Add Hardware" I was able to add a serial port to that windows instance. After that the application runs.
The problem is clearly that the Windows forms tries to fill a dropdown list with COM ports which can't be filled with 0 ports.
By pure chance the other computer I got the software to run on had a serial port. At least now we know.

I confirm that connecting USB-to-serial adapter to USB port solves the problem with running flash utility; worked for me.
