Hey guys we have a case here were a windows client tried to ftp to a hp-ux server it failed and got this error:

"ftp : bind : no buffer space is supported"

This is an issue with your desktop, crawling for resources.

Close the applications which are heavily using resources. I would recommend to reboot and check

Can this issue be related to the client who is connecting and not to the server?

the link above points to the "no buffer space" messages on server log.

Here you see the errors on desktop and if I am not wrong its related to desktop and is a microsoft issue.
