There are no Tools to my knowledge, you can troubleshoot the fabric by using the Switch commands for diagnostics.
here is Brocade steps for troubleshooting:

You should obtain a fabricwatch license for Brocade O.S. sanswitches.

You can also use Brocade SAN Health Utility, if you use Brocade switches, it also has limited compatibility for McData switches. But as Brocade bought McData recently, the limitations may disappear in the future.

my SAN toolbox has:

SANHealth application
SANTK application (brocade)
SAN VisibilityTools (HP)
XIOtach3.7
San Toolbox (hp internal tool)

I also keep handy:
raid primer
raid guide
assigned loop identifier (for hex values)
