Command View cannot send e-mails. It sends events by SNMP to another software like HP SIM.

Install a monitoring and reporting software like IRS:

Sure. Unless I missed something, you are not allowed to use it unless a HP warranty / support obligation exists. This includes WEBES, which can work stand-alone.
