My server is HPE proliant DL360 Gen10 and HPE Smart Array P408i-a SR Gen10 controller in it, and this server reads 600GB 10K SAS disk but not read 600GB 15K SAS disks

Hello,

You may try reseating the hard drive, reseating the cables from the cable to the hard drive/drive cage to the controller.

Unusual, should work.

Are the 15k in a different Drive Cage?

The P408 supports 8 disks, all have to be in the same Drive Cage.
