I have found the drivers but only for use after the install is complete. I need the drivers on a floppy disk for Windows 2000 setup.

What type of server are you installing on?

If you have the Smart Start CD, you should be able to run the disk image program on the CD and build the necessary Driver disks for Windows Installation without Smart Start.

I am using a PL1600r/500, and I can't seem to find the smart start CD that came with the Server. I think it is version 5.5 that I need.

Isn't Win 2000 comes with Driver for 3rd Generation Controllers?
It should be part of Win 2000 CD and you be able to boot directly.

Install O/S Firstly and after run Support software Pack. Some firmware might also need.
