If this is happening every single time (and not just soon after booting the server) for whatever reason, the response back is not happening in a timely fashion. You could try alternatively launching a browser and pointing it to http://SERVERNAME:280 instead of using the shortcut. The "localhost" request is being sent to the proxy server and it can not resolve it...
