ARP Poisoning?

I have a 5300 I'm using as a core for our network. We are installing 30mbit pipes between sites (13) to replace our T1's. I have our LAN on 172.16.x.x and the Broadcast for the up links on 10.0.0.x. The problem I am encountering is whenever I bring these circuits up they are very intermittent. But when I clear the arp cache on the core they come right up only to drop again about 30 seconds later.

Could be ARP poisoning as you've suggested.

E.10.62 does contain an ARP related fix - you'll need to call ProCurve support to get your hands on this.
