How do I change the partition size of a logical drive in orca? When I enter orca, I can only create one logical drive of maximum size and see no option to change its size.

You can change parameters of logical drive(s) using Array Confoguration Utility only.
Other words - you cannot change it via ORCA.

Then let me ask the question.....How do I run ACU before loading an OS on IA64?

Hmm,
If I know, you not have option to run ACU (if you use SA6400 as boot controller), and also not have option to change partition size...
