    <description>my internet upload rate goes up to 50kbps. Wut when i play CounterStrike and something is being downloaded from my site, this lags out my connection. I was wondering how i could limit my web server upload rate to 40kbps. Is there a registry hack, or maybe a program that will allow this? any ideas??? thanx</description>
