Try to boot in Safe mode and uninstall sp1.
If it's doesn't work use recovery console
http://support.microsoft.com/?id=875350
The article reference to windows XP, but I think uninstalling via recovery console
should be the same for Windows Server 2003

Next time before sp1 installing make sure you have last firmware on your DL360 G4 and last PSP.

I am working on a ML 570 with dual processors, 2 GB of RAM, and Smart Array 5302/128 controller. The system was upgraded from Server 2000 to Server 2003 with no problems. Unfortunately, after installing SP1 the Windows 2003 screen would display and then the display would blank and the machine would restart. This cycle repeats continuously. I restored most of the C:\WINNT directory from backup, and the windows booted and unistalled the service pack. what do I do to upgrade to SP1 ?

Make sure you have last Proliant support pack (7.40) installed BEFORE windows 2003 SP1 installation
http://h18004.www1.hp.com/support/files/server/us/download/23837.html

What if by some oversight the SmartStart was not installed BEFORE SP1, is there a graceful recovery short of rebuilding the server?

Same symptom, DL360G4 an Exchange server to boot...(wish it would :)
