topic PAE and HP reported performance hit in Windows Server 2003

I've got Exchange 2003 servers (win2k3 SP1) reporting 3.5 GB of RAM. I'm assuming it's because PAE has not been turned on as stated in HP's advisory:
http://h20000.www2.hp.com/bizsupport/TechSupport/Document.jsp?objectID=PSD_EL041214_CW01

The advisory mentions that there is a performance hit. Anyone know what this is?
quote from advisory - "HP recommends that this memory not be used due to the performance loss that occurs when using PAE mode"
