I have turned off the policy on the server that prevents kernal drivers from loading and have loaded the printer fine now. However when I go to add the driver for NT4.0 it tells me "Windows cannot locate a suitable printer driver. Contact your administrator for help locating and installing a suitable driver."

Hmm,
it should work provided you have installed both the W2K3 and NT driver on the server and shared the printer out with permissions allowing the NT client to connect.

Regarding printer drivers, there are generally a couple of "flavours" available - a complete "printing system" (61MB) or a corporate/basic type with just the PCL5 driver (3MB).

For this type of installation always choose the most basic driver (e.g. PCL5 or point&print bundle) as the "printing system" type of driver generally is a more complex software package with status feedback etc.

The connect-to-printer-and-get-driver functionality in NT/W2K/W2K3 only supports basic printer driver installation and not a software-package with custom setup etc.

Cheers,
Rune
