topic RDP-TCP (listener) missing in Windows Server 2003

RDP-TCP (listener) missing

I have just completed a fresh install of windows 2003 standart. The terminal
server is not operating properly. The rdc tcp listener is missing from
terminal services manager. It is present in terminal services
config/conn. there are no errors in the event log as to what this may
be. i have tried disabling and reinabling the rdc in tscc. I have also
deleted it and recreated it. the necessary files exist in system32 and
drivers and the registry matches another computer that's running ts w/o
any problems. What do I need to do to get this thing working?
