Hi,

OpenVMS 8.3 AXP -

When trying to do LANCP> SET DEV xxxx/speed=100 I am getting %lancp-e-exbytlm.

Has anyone encountered and solved this?

I hit that error a few months back, and never found a good resolution. Raise your process BYTLM quota. Failing that, try a reboot to see if something somewhere is consuming a resource; a leak. Failing that, check your patch level, and upgrade to current and potentially upgrade to V8.4 and patches. Failing that, ring up HP support.
