If you don't have a service contract, then, you can't download the patches.

My suggestion is you consider an upgrade to VSI OpenVMS V8.4*. This way you will have the latest patches and you will get future patches.

You might also try asking in comp.os.vms. Asking for
copyright-protected software in a forum which is operated by the
copyright owner may not be the best/cheapest approach.
