FTP connection issues in open VMS operating system

I can not connect my FTP server which has open VMS operating sytem. it is giving me below error " ftp: connect :Connection refused" from client machine

In server when i make request for FTP sever connection, Server log are

"INTERNET ACP Prcocess creation success"

"INTERNET ACP detected UCX$FTPD exiting before áccept' '"

"INTERNET ACP AUXS error during process exit status = %RMS-E-CRE"

Kindly help me with this issues as i have this issues since long...

Please check for the FTP service logfile with TCPIP SHOW SERVICE/FULL FTP

Service: FTP
State: Enabled
Port: 21 Protocol: TCP Address: 0.0.0.0
Inactivity: 5 User_name: TCPIP$FTP Process: TCPIP$FTP
Limit: 10 Active: 0 Peak: 2

...

Log Opts: Acpt Actv Dactv Conn Error Exit Logi Logo Mdfy Rjct TimO Addr
File: SYS$SYSDEVICE:[TCPIP$FTP]TCPIP$FTP_RUN.LOG

Then check, if that user can access and write to that log file. And check the contents of that log file.
