FTP connection issues in open VMS operating system

I can not connect my FTP server which has open VMS operating sytem. it is giving me below error " ftp: connect :Connection refused" from client machine

In server when i make request for FTP sever connection, Server log are

"INTERNET ACP Prcocess creation success"

"INTERNET ACP detected UCX$FTPD exiting before áccept' '"

"INTERNET ACP AUXS error during process exit status = %RMS-E-CRE"

Kindly help me with this issues as i have this issues since long...

I had an FTP issue in the past, and I was able to change my client mode fdrom active to passive, or passive to active. Try that on your client, maybe it will help.
