You can write a DCL procedure, that does the job once and then use a CRON package to do the periodic resubmit. You find one e.g. here:

When, exactly?

if f$integer( f$cvtime( f$time(), , "day")) .eq. 1
then it's the first day of the month.

Many things are possible.
